Legal Notice

This page contains the information that StarCore is legally required to provide (including Articles 3:15d and 6:230m of the Dutch Civil Code, the Digital Services Act and the Dutch Act implementing the Directive on consumer ADR), and an overview of all our legal documents.

2. Our legal documents

Every document has a version number and an effective date. Clients can see in the Panel which version they accepted; earlier versions are available on request.

3. Points of contact under the Digital Services Act (DSA)

StarCore is a provider of hosting services within the meaning of Regulation (EU) 2022/2065.

• Point of contact for Member State authorities, the European Commission and the European Board for Digital Services (Article 11 DSA): info@starostkaweb.com, subject "DSA – authority". Languages: Dutch, English.
• Point of contact for recipients of the service (Article 12 DSA): info@starostkaweb.com or the notice form at https://starcore.dev/report; clients additionally through the Panel. Languages: Dutch, English, Polish. Messages are handled by a human.
• Digital Services Coordinator in the Netherlands: Netherlands Authority for Consumers and Markets (ACM), acm.nl. For matters concerning personal data and profiling: the Dutch Data Protection Authority (Autoriteit Persoonsgegevens).
• As a micro-enterprise, StarCore is exempt from the transparency reporting of Article 15 DSA.

4. Supervisory authorities

• Consumer law, pricing, DSA: Autoriteit Consument & Markt, PO Box 16326, 2500 BH The Hague, acm.nl; for consumers: consuwijzer.nl.
• Cybersecurity (NIS2 / Dutch Cybersecurity Act): as a micro-enterprise, StarCore does not fall under the Cyberbeveiligingswet (the Dutch implementation of the NIS2 Directive, in force since 15 August 2026), because for hosting services that act designates only medium-sized and large enterprises. We nevertheless voluntarily apply the duty-of-care measures listed in it (risk management, incident handling, backups, access control, encryption, supplier management) and describe them in Annex B of the Data Processing Agreement.

5. Complaints and disputes

1. If you have a complaint about our services, send it to info@starostkaweb.com or submit a ticket through the Panel. We confirm receipt within 2 working days and respond substantively within 14 days. If it takes longer, we let you know within that period.
2. StarCore is not affiliated with a recognised body for out-of-court dispute resolution (such as De Geschillencommissie). If we cannot resolve the matter together, a consumer may submit the dispute to the competent court. Consumers in the EU may also seek advice from the European Consumer Centre (eccnederland.nl).
3. The European Online Dispute Resolution platform (ODR platform, ec.europa.eu/consumers/odr) was discontinued on 20 July 2025; a reference to it therefore no longer applies.
4. Our agreements are governed by Dutch law; see Article 21 of the General Terms and Conditions.

6. Right of withdrawal and model form (consumers)

Consumers have a 14-day cooling-off period for distance contracts; the conditions and exceptions are set out in Article 10 of the General Terms and Conditions. You can withdraw using the form below (copy it into an e-mail to info@starostkaweb.com) or by any other unambiguous statement.

7. Domain names

We register domain names as a reseller with an ICANN-accredited registrar; the name of the registrar for your domain name is stated in your quotation and in the Panel. The following apply to your domain name:

• for .nl: SIDN's General Terms and Conditions for .nl Registrants;
• for .eu: EURid's registration terms;
• for generic domain names (such as .com, .net, .org): the ICANN policies, including the Registrants' Benefits and Responsibilities and the Transfer Policy, and the registrar's registration agreement.

You are always the holder of your domain name yourself and may transfer it to another provider at any time; see Article 6 of the General Terms and Conditions.

8. Accessibility

We aim for our website and our Panel to comply with WCAG 2.1 level AA. As a micro-enterprise we are exempt from the service obligations of the European Accessibility Act (Directive (EU) 2019/882), but we take reports of accessibility problems seriously: send them to info@starostkaweb.com.

9. Copyright on this website

All content of http://localhost:8080 (texts, design, code, images) is protected by copyright and owned by StarCore or the relevant rights holder. Client websites shown in our portfolio are owned by the clients concerned. Use without permission is not allowed, except where the law permits it.
